Jim Gilley is a Managing Director in the Public Finance Group of U.S. Capital Advisors. He works exclusively in public finance consulting and investment banking representing a diverse group of issuers including cities, counties, river and water authorities, airports, school districts, electric power issuers, special districts, housing finance issuers, and economic development corporations. Jim’s 39 years of extensive experience includes representing hundreds of issuers of both general obligation and revenue bonds issues ranging in size from hundreds of thousands to hundreds of millions of dollars. During his career, he has directed or participated in the financing of in excess of $31 billion of tax-exempt securities either as municipal financial advisor or managing underwriter. He has served as municipal financial advisor to among the largest issuers in the state of Texas.
Prior to joining U.S. Capital Advisors, Mr. Gilley served as a Managing Director at Coastal Securities. Prior to that he served as Senior Vice President and Houston Office Manager for First Southwest Company.
Mr. Gilley is known throughout the industry and has been active in industry trade organizations. He served on the Board of Directors of the Municipal Advisory Council of Texas for four years, serving as Chairman of the Board for one of those years.
Mr. Gilley holds a Bachelors of Science degree in Business Administration from the University of Colorado and a Master of Business Administration degree from Northwestern University’s Kellogg School of Business. Mr. Gilley served as a Naval Flight Officer in the United States Navy from which he was honorably discharged in 1974.
